Sheila Kelly
Sheila Emerson Kelly is a licensed psychologist who has worked in clinical, governmental and bureaucratic settings in West Virginia since 1974. She is a past president of the West Virginia Psychological Association, the West Virginia Association of Professional Psychologists and the West Virginia Behavioral Health Provider’s Association. As a past program director for behavioral health for the Office of Health Facility Licensure and Certification and a past Assistant Commissioner for the Bureau for Behavioral Health and Health Facilities, she is very familiar with state rules and legislation affecting all aspects of the Substance Use Disorder treatment service system. She was clinic director for a Medication Assisted Treatment program in the Huntington area for three years and came to know the MAT system from the inside out, with all its flaws and benefits.
After spending three years as a clinical liaison for Beacon Health Options/WV Family Health Plan, she is currently employed by The Health Plan in the Medical Services department as a clinical psychologist and reference source for the agency for behavioral health services throughout West Virginia.
